March 29, 2003 Paul Cellucci United States Ambassador to Canada 490 Sussex Drive Ottawa, Ontario Canada K1N 1G8 Dear Ambassador Cellucci, I understand that you have expressed "disappointment" in Canada's refusal to support your government's invasion of Iraq. You should know that most Canadians are even more "disappointed" with your government's invasion itself. Your invasion is in clear violation of international law, it is not necessary for international security, it will result in many deaths on both sides, it will encourage other countries to launch their own illegal invasions, and it will destabilise the world for years to come. When your government takes such reckless actions, you make it very difficult for law-abiding countries to continue to be your allies. Our opposition to your invasion is not motivated by personalities or trade or prejudice or indifference -- rather, we oppose your invasion because it is WRONG. Canadians are also most "disappointed" with your inappropriate comments as an ambassador. Canada is a sovereign country which makes its own decisions about what invasions to support or not support, and we certainly do not need any lectures from foreign diplomats regarding how we should conduct our own international relations. I hope this information allows you to put your "disappointment" into context. I trust that you will be more careful with your public comments in the future.
